Why did the Federal Government pass the Recovery Act and distribute over $700 billion to communities throughout the United States?

bill signingIn 2008, the national investment banking sector precipitated a financial disaster that threw the United States into the most serious economic recession since the 1930s.  In 2009, the Federal Government created an economic stimulus program titled the American Recovery and Reinvestment Act.              

The  Recovery Act allocated $787 billion to rebuild the national economy:
$288 billion in tax breaks for families and businesses
$154 for infrastructure, energy and science
$144 billion for state and local government
$112 billion for health, education and training
$ 81 billion to help individuals and families in crisis 

Strong communities require economic prosperity, effective public systems and infrastructure as well as healthy engaged citizens.
